No, not really.
But, I do love giving it :]
Once again, the head is too big.
I do understand this is a chibi style and it's a perspective shot, but its still just too big.
Try defining some things mroe in the lineart; add some details, shape the nose, add the wrinkles/whatever ontop of the eyes (eye lids), somplete the mouth, round the shoulders some more, change the arm position (it kinda hurts to do that), make the face more symetricial (look at the cheeks), make the legs more proportional(ones bigger than the other), and the eyelashes on the eyes, ones farther than the other eye.
Also, I know it's for expression use, but the eyebrows shuold be at a more proper position, they're too high up.
The dress needs more detail, remember, there's folds, dont ignore them.
And the bottom of the dress, the pattern is wrong, and each section should be the same size.
In the hair, at the top, take out the two lines there, they seem very random since they arent connected to anything else.
Thats all for the lineart.
Add more shades when colouring. Especially in the hair, there's a ton of colours and a whole heap of hair strands, you gotta add more detail.
Try adding in some blush around the shoulders, too.
Also, the background seems outta place.
She's all happy and then its grey, the pattern's fine, but maybe a more brighter colour would help.

I hate drawing hands and feet, too. I use Paint.NET but can't create any textures or shadows, lol. Everything looks so saturated.
